Something that is hydrophilic is something that loves water. In plant life, it refers to those plants that are specially suited to survive in soils that are always wet. Hydrophilic plants have the ability to thrive in waterlogged conditions. Cat tails and Phragmites are competing species of hydrophilic plants.
